PHP Bug Type: Scripting Engine problem
Bug description: CGI binary does not display any output for command line options
If you set "output_buffering=On" in php.ini, the CGI binary does not output anything for
php -i, php -v, php -s etc...
No problem though with "output-buffering=Off".
