Bug description: mktime returns error value (-1) for year values of 00 to 69
I use the orginal compiled release 3.0.14 for WinNT 4.
The function mktime works with the year values 2000 and higher correctly. But in the 2-digit-format
(00 to 69) the function returns an error value (-1).
