using fopen to load external files (http)

On my current linux server (debian) with Apache and php installed, I cannot
open extrenal files, probably i made an error during the setup of php...
How can i correct this ?
Ive read about url-fopen-wrapper
But how can i turn that on or install it afterwards ?
Please help me out here
