If you have DB2 libraries for FreeBSD, it's straightforward
(--with-ibm-db2 option to configure). If not you could try compiling
Apache and PHP on Linux and using FreeBSD's binary compatibility. If
that doesn't work either, you need some sort of middleware, for example
OpenLink.
