I have noticed this behavior in the past, dealing with ErrorDocuments that
are PHP scripts (and, as far as I know, it's still a "problem") - When
apache parses a PHP script as ErrorDocument, it returns a "200 OK" instead
of 401/403/404/500 - the workaround I used (at the time), was to force the
header in the ErrorDocument - BUT this isn't the right solution to the
problem... As for _why_ apache returns a 200 instead of the proper HTTP
code, I don't know.
