Bug description: number_format should allow choice to not default to comma sep for thousands sep
<? echo number_format(1000, 2, ".", ""); ?>
this results in 1,000.00
a blank thousands separator should be allowed.
ie, 1000.00 should be the resulting output from above code.
first noticed in php v3.0.12 and also verified to happen in php v4.0b4pl1
would be a nice option to have.
