John,
The more current versions of vim available from
http://www.vim.org (both windows and unix/linux versions) have
syntax files for php. The distro comes with a text-terminal version
and a gui version (gvim). Vim also supports functions and can be
compiled to interpret python, perl, and/or tcl functions for
extended capabilities.
As a side note, vim can also convert your code to html so
you can easily publish syntax-highlighted code samples on a web
page.
