popen in ISAPI on IIS4.0

I'm using PHP4b4pl1 on IIS 4.0. The popen, exec, system....etc.
functions seems
not work under ISAPI. I found someone say it's because in IIS, there is no
console
for it, so popen can't not create a pipe. I should call AllocConsole()
first. But it still
now work!!
When I call AllocConsole(), the returned error code is
ERROR_GEN_FAILURE, which
means "A device attached to the system is not functioning". Does anyon knows
what should I do
to make popen work??
