It seems to me that the real question is: to what extent does the US
have a real ability to exert control over what is done by German
citizens (for example) in Germany who redistribute copies of a program
that is available in Germany, which was formerly exported from the US.
What, in practice, would the US government be able to do
if people in Germany reexport in a way that the US government says
violates US reexport rules?
* Sue them in Germany?
* Arrest these people if they ever come to the US?
* Convince the German government to arrest them in Germany?
(Perhaps citing the Wassenaar agreement)
* Nothing?
I think this is the key question, but I do not know the answer.
