I did manage to reproduce with PHP4bpl1 exactly, not with PHP 4 on CVS. I
could not figure the exact conditions that make the bug show, but it seems
to be affected whether you have loaded the Zend optimizer. Try PHP4bpl1
enabling and disabling zend optimized by inserting and then commenting out
the configuration lines that enable the optimizer.
Chances are that the presence of the optimizer is affecting a sympthom as
it is like it says in the book "Writing Solid Code", bugs don't go away
just like that. If they don't show anymore it is either because somebody
fixed them explicitly fixed it or because some other change made the
sympthoms not exhibit, but the bug is still there.
