Bug description: get_browser() returns empty string
both get_browser(); and get_browser($HTTP_USER_AGENT); return an empty string
$HTTP_USER_AGENT returns correct values and browscap.ini path is defined and is correct in
/usr/local/lib/php.ini
Details: apache 1.3.12
php 4.0RC1 compile flags : as DSO (with-apxs)
xml and gd DISABLED
mysql, trans-sid and track-vars ENABLED
