I was just doing something similar so...
fputs($connection, "POST /test/testOAS HTTP/1.0\r\n");
fputs($connection, "Host: whatever.com\r\n");
fputs($connection, "\r\n");
fputs($connection, "myarg=123");
You should also probably specify a Content-type and Content-length header. I've been doing some POSTs from Java to PHP (unsuccessfully so far) and PHP seems to require a Content-type header being present.
