Bug description: complete httpd startup failure with oci8 and virtual hosts
1) Complie php-4.0b3 or php-4.0RC1 and include support for OCI8.
2) Add a VirtualHost to apache (tested with 1.3.9 and 1.3.12)
3) Restart Apache.
** It appears that it starts just fine, however there will be no httpd processes in a process list
** No information is logged in the access_log, error_log or system log!
If you either remove the VirtualHost devinition *or* recomplie without OCI8 support, the problem
will go away.
