above.net was hit by a denial of service attack. One of the php.net
machines are hosted there by VA. VA acted as quickly as they could and
moved our machine onto a different network and I have changed the DNS to
reflect this. If you can't get to the php.net domains now, it is because
your DNS server has not refreshed yet. Wait an hour or two more and it
should be back.
The new ip address for the machine that hosts these domains
is: 198.186.203.71
