PHP on Win32 - Accessing PostgreSQL on Unix

New to PHP. I apologize if you have addressed this issue previously. I
searched the archives first, though, and talked to a few that have had the
same question.
I do web dev on a Windows box running php3 under PWS. Production web is
Apache-1.3.12/PHP-3.0.16/PostgreSQL-6.5.3 on FreeBSD 3.4-Stable.
Has anyone successfully accessed PostgreSQL via Win32 PHP, written an
extension, or is currently working on this?
I currently access pg using pgaccess running under the Win32 port of
TCL8.0.4. Unfortunately adapting the functions in libpq.dll and/or
libpgtcl.dll to the PHP extension framework is probably well beyond my
current skill level (but I would be willing to try).
Is there a template or document describing the details of developing an
extension?
