--enable-track-vars actually has nothing to do with it:
- Recent versions of PHP 4.0 have track-vars enabled by default.
- HTTP_REFERER is not related to track-vars; It's an environment variable (or a server
environment variable). If it's missing, it means the server did not supply it, which is quite
common, if there's no referer (e.g., if the user connected to the URL directly, and wasn't
refered from any other site).
