Nope, the runtime library search path simply specifies where
to look for libraries in addition to the system library
paths. Our current libtool version hardcodes library search
paths into executables, but not into shared libraries, so
that users have to add i.e. /usr/local/mysql/lib/mysql to
/etc/ld.so.conf or have to setup their LD_LIBRARY_PATH
manually.
