Fetch the phpdoc CVS repository and look into the XML source. Than
install DocBook, Jade and Norman Walsh's modular stylesheets to be able
to validate your contributions.
If you are comfortable with the above than register yourself for an CVS
account.
Another hint: Look at Hartmut Holzgraefe's function table at
http://www.zugeschaut-und-mitgebaut.de/php/
and you will find a lot of
undocumented functions.
