This seems to be bug 3833. What I'm seeing exists in 3.0.13-16 (possibly
earlier versions also). PHP was configured:
./configure --with-apxs=/usr/local/apache/bin/apxs --with-oracle
--enable-debug --with-config-file-path=/usr/local/apache
