Bug description: Netscape Enterprise Server 3.63 - NSAPI initialization fails
nsapi.c:
loading php4_init the programm crashes because EnterCriticalSection is called from PLS_FETCH()
without a previous InitializeCriticalSection.
InitializeCriticalSection is done within tsrm_startup() later.
Using Netscape Enterprise Server 3.63 WINAPI had to be renamed to NSAPI_PUBLIC
