I am putting the finishing touches on a project to internationalize PHP by
using IBM's ICU package.
First I reworked and enhanced ICU to make it an Apache module. Then I added
its functionality to PHP as a semi-resident application.
It supports more than 80 locales. It is currently a PHP3 routine but I am
planning on converting it to PHP4 and adding CGI support.
