If you've changed the location of a pre-existing copy of php4isapi.dll, then it's not
really possible to affect them using the registry anymore, because they've been copied to the
metabase, which is a one-time action.
It appears as if somehow, someway, the IIS metabase was lead to believe that php4isapi.dll sits in
InetPub\scripts\projects\php4\sapi\isapi\Release_TS_inline (how did you arrive to this path, by the
way?). Once this is done, it's fairly complicated to convince it to think otherwise (even
though it's possible).
At some point in the future, we'll supply a way to configure this by manipulating the metabase,
but since it's a bit complicated, it will take a while.
