Assuming you're using the ISAPI module, then getenv("REMOTE_ADDR") isn't
supposed to work, since REMOTE_ADDR sits in IIS's environment table, and not the process
environment table.
Anyway, try the latest version of PHP 4.0 (4.0.0). It should fix the problem.
