The stuff in *.h consists of:
#ifdef COMPILE_DL
#undef HAVE_FOO
#define HAVE_FOO 1
#endif
This is not needed under Unix and should not be needed under
Win32. The configure script treats building shared modules
like building static modules, so HAVE_FOO will be defined to
1 automatically.
The Win32 build files should do this as well. Then we can get
rid of these lines.
