NO. In fact compiling PHP with --enable-memeory-limit fixes the problem.
We had assumed that setting max-mem-size in the config file would be
sufficient. It isn't. We have to recompile php, as the Red Hat
distribution does not have --enable-mem-limit on by default.
Problem is now solved.
