Bug description: mktime / strftime bugs
mktime() produces incorrect results in PHP4 under Windows 2000, the code:
<? echo mktime(6,35,0,6,13,1969); ?>
produces -1 in PHP4 (release) in Windows 2000, but on Linux and BSD produces the proper value of
-17436300.

strftime() crashes PHP4 under Windows 2000 when called with a negative value:
<? echo strftime(-1); ?>
produces an application error, in the event viewer:

The exception generated was c0000005 at address 780133E5 (Strftime)
