/home/oracle/rdbms/demo/oci.h
That's on my system from a full Oracle8i (8.1.6) install.
And this is on an 8.0.5 box:
[rasmus@db3sj rasmus]$ locate oci.h
/u01/app/oracle/product/8.0.5/rdbms/demo/oci.h
Basically I'd say you didn't install everything you needed
to install when you installed Oracle.
