What's the point of conflict? It's a problem whenever PHP 4.0 is compiled with the bundled client library, and when there's at least one more module (PHP 3.0, mod_auth_mysql and mod_perl are the 3 I'm aware of right now) that uses MySQL. Since the latter module is linked against the local MySQL client libraries, and not the PHP 4.0 bundled one, unless they're exactly the same version, that module will end up calling MySQL client functions which may be different from the headers it was compiled against.
