I grabbed the snapshot: php4-200006171145
and compiled it with (again with --enable-discard-path) and it still
doesn't work for me.

except the first line points to different versions of php.
test3.cgi is php-3.0.14
and
test4.cgi is the php 4 snapshot.
test3.cgi works, but with test4.cgi Netscape (4.73) just looks like
it's still trying to load the page and never displays anything.
When test4.cgi is run from a shell, it works (except of course the
date is wrong since SCRIPT_FILENAME is not defined).
Here's the output of uname -a (this is the webserver and it was also
compiled on this machine since the rest of our machines are running a
newer version of Solaris)
SunOS webserv2 5.6 Generic_105181-17 sun4m sparc SUNW,SPARCstation-5
Also, the web server is SWS (Sun's Web Server). If this is part of
the cause, I think they are going to replace it with Netscapes new web
server sometime this summer.
I can send the config.log file if you want.
Let me know if there's anything else I can do to help you track this
down.
