fopen() problem!

Hi!
I have a problem.
When I want to open a URL extern from my page it appears the next message:
Warning: fopen("http://www.php.net","r") -
Transport endpoint is not
connected in
What's wrong? My own pages it is able to open but the external pages
does'nt.
