Bug description: php.ini Configuration File Settings Ignored
PHP4 (4.0.0) does not seem to pay attention to any settings configured in the php.ini file. I
compiled the Apache module with the --use-config-file-path option and PHPINFO() returns the correct
path for the file.
However, changing items in the configuration file, such as turning off magic_quotes_gpc and such do
not change the behaviour of PHP or the output from PHPINFO().
I removed all tabs from the file to see if that was the problem. I also have re-compiled it on
several different boxes to the same effect.
