PHP's aspell extension only works with rather old aspell versions :-((
That's because aspell is no longer supposed to be written for directly.
In stead, a front-end layer called "pspell" has been created and one is
supposed to write for the pspell API now, instead of aspell. That's the
sad part.
The good part is that pspell has recently gotten nice to work with from
c (in stead of being - practically - c++ only).
I have started to try to code a PHP pspell extension, but as I'm not a
good c-programmer, it may take some time to complete.
Maybe someone else is already working on a pspell PHP extension?
