In theory it is a good idea, but if you mean that bugzilla people are
actually people working on Mozilla, keep in mind that most of them are
Netscape paid developers and so they can do that, stop whatever they are
doing to get together in IRC to fix bugs.
PHP developers are not paid to do it. They are from completely different
parts of the world and so it may not be viable to define a day to get
together to discuss bugs via IRC.
