After receiving enough positive feedback from users on various Windows machines I have changed the PHP 4.0.1 Windows binaries on php.net to the new version. It will take a few minutes to update. I haven't changed the source distribution there as it only effects Windows.
Ugly but at least it stops the current Windows users from downloading a broken version.
