Trouble with buildconf

I want to write a module for PHP and after reading the README.EXT_SKEL
file I have found a trouble. After executing buildconf the answer is:
aclocal: configure.in: 748: macro `AM_PROG_LIBTOOL' not found in library
make[1]: *** [aclocal.m4] Error 1
make: *** [all] Error 2
Where's the problem?
