I already checked the history of this file. Hartmut Holzgraefe attempted
put the code from PHP3 in, it was just before 4.0.1 was to be released,
and broke the Windows build, so it had to be reverted very quickly. I'm
110% sure that the code will be in 4.0.2 now there's once again time to
fix things that break.
