PHP debugger

In a smallest PHP script I placed a call to debugger_on
as suggested in manual.

debug_on("localhost");
for ($i = 1; $i <= 10; $i++) {
print $i . "<BR>";
}
?>
</body>
</html>
The script presented an error:
Fatal error: Call to undefined function: debug_on() in /.../report2.php on
line 4
In my php.ini file, I put
[Debugger]
debugger.host = localhost
debugger.port = 6100
debugger.enabled = True
What I've done wrong?
In manual, the debug_on function is mentioned only in chapter on debugging,
not in the function reference.
In the chapter, there is nothing
about breakpoints, stack traces,
anything except one-directional messages from server.
How is the debugger designed for IDE, then?
Where can I found more documentation or a working (like gdb)
script debugger?
