Monitor Php Lists For Possible Bugs And Bug Fixes

QA Team members need to monitor the other mailing lists.
They should watch for people posting bug reports and bug
fixes. The posters of the reports/fixes should be asked to
submit a formal bug report
I think beyond that we should collect all available php lists that are present at current (php-xml, localized lists...) and we should try to collect all available modules(builds,sources) with OS running on.
It´s perhaps helpful if we had a page with basic infos about all available modules, where to retrieve them and where to retrieve documentaion how to build them on Win32,Linux...
It´s a different type of QA, but important anyway
