It's not a bug. Somewhere on your system you still have gd-1.3
Try: rpm -qa | grep -i gd
locate gd
and other such mechanisms.
PHP is finding a GIF-capable lib somewhere. You can force PHP not to do
GIF by editing php_config.h and undefinig HAVE_GD_GIF
