I think the behaviour of Apache make install is a good example how we
could do it.
Something like:
ifndef PHPINI
PHPINI=/usr/local/lib
endif
#check if the target already exists then skip the next step
if [ ! -f $PHPINI/php.ini ]
install -c php.ini-dist $PHPINI/php.ini
else
echo "PRESERVING EXISTING CONFIG"
