If you see the original message, you'll see that's not the same bug.
I've tried with Apache and IIS (on NT)-> the same "CRASH"
The output HTML of the #4787 happens when the php.ini isn't in the right path, it happened to
me also, but when I put the php.ini in the right place (c:\winnt )it CRASHES!
"OleMainThreadWndName: php.exe - Application Error"
