PHP Bug Type: Compile Failure
Bug description: scanf.c doesn't honor the HAVE_STRTOUL configuration define
ext/standard/scanf.c doesn't look at HAVE_STRTOUL or HAVE_STRTOULL, the way the mysql extension
directory does.
