Comments:
you´ve to register apache to handle .php files in the httpd.conf, you´re never (rarely) accessing
php.exe directly, your php dir shouldn´t be a subdir of your php dir, you can change this setting
using
DocumentRoot "c:/phpfiles"
You should place you .php files into this dir, these should be registered using (for example):
ScriptAlias /php4 "d:/Programme/Apache Group/Apache/php-4"
AddType application/x-httpd-php4 .php4
AddType application/x-httpd-php4 .php
Action application/x-httpd-php4 "/php4/php.exe"
I´m guessing you didn´t follow the instructions or you´re not well informed using php/Apache.
