Bug description: no instructions for PHP 4.0 CGI on Windows NT/95
A minor one...the online manual instructions (http://bugs.php.net/manual/install-windows95-nt.php)
for installing the 95/NT version are for PHP 3. The readme that comes with the downloadable binaries
has instructions for the ISAPI version, but specifically says that is not the recommended method,
and to use CGI if you desire stability. As it turns out the instructions are the same as the online
instructions for IIS 4 and PHP3.
