Now, PHP is not a Linux project, but I agree /usr/local/lib isn't the
right location. IMHO, using autoconf's $sysconfdir would be the Right
Thing. It defaults to /usr/local/etc, but can be set to /etc with the
--sysconfdir configure option. I don't want to use /etc by default, the
we might as well change the default prefix to /usr, which I consider to
be outright rude. Using --sysconfdir we can drop
--with-config-file-path too (yay, one down, 120 to go! :-)
