I didn't see what http server you are using, but with WebSite Pro 2.5.4 if
we change the php.ini file we have to shut down the server and restart it
for the ini file to be read.

Subject: [PHP-DEV] PHP 4.0 Bug #5824: php.ini not processed
From: scott.giese@bluestar.net
Operating system: WinNT 4.0 SP6
PHP version: 4.0.1pl2
PHP Bug Type: Installation problem
Bug description: php.ini not processed
php.ini is ignored. I have tried placing the file in \WINNT, wwwroot (PWS
4.0) and the directory that the php files are in. I then created the PHPRC
environment variable to point to C:\WINNT. Nothing has worked. When I
execute phpinfo(), none of the modifications made to php.ini are reflected
in the output. It appears to be outputting a default configuration. I
modified doc_root, extension_dir, browscap, etc., but no value is
displayed. Configuration File Path shows php.ini, not C:\WINNT\php.ini
as I would expect after setting the PHPRC environment variable. PHPRC is
displayed properly under the Environment heading. I have made no
modifications to the source code and have not done a rebuild. I am using
everything out of the box as downloaded.
