I view it otherwise. You can't do _everything_ in PHP (fopen timeouts,
request and response handles are good example). Or you start
overcomplicating your functions and adding tons of parameters, or you
still miss some functionality. C lives well with "everything is a
library" approach, and Perl does too. Also, library allows much more
transparent, structured and extensible approach.
