Nope. Neither do exec() or passthru() return any output.
I tried it on WIN NT 4.0/IIS 4 and on W2K/IIS 5, in both cases PHP is
running as CGI.

$test_out=system("dir");
echo $testout;
- nothing.
And actually, as far as I dig it, system() returns AND outputs
automatically at least the last line of the commands' output. (give it
a try under unix: system("ls -la"); prints out the whole directory
content in one line.
What is going wrong then? It worked perfectly from 3.0.12 to 3.0.16!

I tried EVERYTHING that has to do with buffering. No chance.

Did that more than once.

Not even then. No output.
How come it works for your system?
Something MUST be different... let's find it out, if you like!
In our Intranet apps I work a lot with system(), but I would like to
use the new features of Ver 4 as well...
