Try running php.exe from the command line. See if it complains about some sort of an error in the php.ini file; There was a bug in PHP 4.0.1 that, under certain Windows versions, could cause PHP to appear to be stuck (or actually be stuck, for any practical purposes) in case of a problem in the php.ini file.
