PHP Bug Type: Misbehaving function
Bug description: "define" function seems to ignore the optional third parameter
Documentation says that when 1 is supplies as the optional third parameter of
a "define" statement, the constant will be case insensitive. It appears this isn't
true,
and the "1" seems to be ignored.
define("NL", "<BR>", 1);
should allow me to use nl but it seems to be undefined.
